WHAT IS TITLE I?

Title I is a federal legislation which provides money to qualifying school districts. The school districts use the money to develop programs designed to provide additional educational support and instruction in reading, math and language arts. Schools are selected based on the percentage of students in economic need. Students qualify for this additional help based on multiple assessments and classroom performance.

WHAT IS LAP ?

LAP (Learning Assistance Program) is funded by the state to provide extra reading, math and language arts help to students in qualifying schools. Schools qualify based on economic need. Students are served based on academic need. Some schools receive both Title I and LAP funding for these assistance programs.

PROGRAM INFORMATION:

  • Title I Schoolwide - Schools with 40% or more of their students qualifying for free and reduced lunch can qualify to become “schoolwide” programs. After a year of rigorous planning and research on best practices to promote learning, a school can then combine state and federal dollars to design a comprehensive plan to raise the achievement of all of the students in the school.
  • Title I / LAP Targeted Assistance - When a school becomes eligible for state or federal funding, but are not qualified as a “schoolwide” program, they then become a “targeted assistance” school.

Who is eligible in Targeted Assistance Schools?

  • All qualifying students who need extra help may be eligible to receive assistance.
  • Students are referred to the program by classroom teachers, counselors or parents.
  • Students are selected and ranked in order of need according to multiple assessments and current classroom performance.
  • Parents are notified when their child is eligible and must give permission before their child is enrolled in the program.
  • Title I and LAP Programs serve students in the same way in a targeted assistance school.

* If a Title I schoolwide program is implemented, it is no longer a targeted assistance school.

Supplemental Support: What will they do?

  • Title I and LAP instruction is coordinated with the regular teacher and is supplemental to the work done in the classroom.
  • Title I and LAP staff work with classroom teachers to decide on goals and objectives for each student.
  • Staff members will work with small groups of students or individuals in reading, language arts or sometimes math.
  • Groups may work in their classroom or in another area of the school as well as before or after school.
  • Progress reports are sent to parents.
  • Students exit the program based on test scores, classroom performance, or parental request. Parents are notified upon exit.

NOTICE TO PARENTS OF STUDENTS RECEIVING TITLE I SERVICES:

RIGHT TO REVIEW TEACHER QUALIFICATIONS

As a parent of a Title I student in the Renton School District, you have the right to know the professional qualifications of the classroom teachers who instruct your child. Federal law allows you to ask for certain information about your child’s classroom teachers and requires us to give you this information in a timely manner if you ask for it. Specifically, you have the right to ask for the following information about each of your child’s classroom teachers:

Whether the state’s Office of Superintendent of Public Instruction (OSPI) has licensed or qualified the teacher for the grades and subjects he or she teaches.

  • Whether OSPI has decided that the teacher can teach in a classroom without being licensed or qualified under state regulations because of special circumstances.
  • The teacher’s college major; whether the teacher has any advanced degrees and, if so, the subject of the degrees.
  • Whether any paraeducators provide instructional services to your child and, if they do, their qualifications.
